Viktor Dostov, Ph. D., President of the Russian Electronic Money and Remittance Association, which represents key electronic payment and money remittance providers in Russia. Victor is one of the leading experts in the retail payments industry and has headed REMA since its foundation.

Previously, Victor was a Managing partner and one of the founders of the PayCash Group – a company that has implemented a number of successful payment projects. Such services as Yandex, Money, iDealer, Mobile Commerce Beeline, MOBI.Money and others appeared on their basis. Victor also headed the financial innovation development sector of the Faculty of Finance and Banking of the Russian Presidential Academy of National Economy and Public Administration. He has experience in the telecommunications industry.

Victor participates in key advisory institutions on retail finance, including the Advisory Council of the Interdepartmental Commission on AML / CFT, the Expert Council on Non-Bank Financial Organizations of the State Duma Committee on the financial market. Since 2013, Victor has been participating in the Expert Council under the Government of the Russian Federation. In 2014, he was appointed as the head of the Subgroup on identification issues of the Interdepartmental working group on electronic interaction under the Bank of Russia.

Since 2018 Viktor is an academic director for the National Competences Center for Distributed Ledgers, he conducted seminars on distributed ledger technologies for regulators in a number of jurisdictions, including Russia, Belarus and few others.

In cooperation with international institutions, Victor participates in discussions on improving the financial inclusion and implementing global AML/CFT standards at CGAP, FATF, and the Eurasian AML/CFT group. He is a member of the Alliance for Financial Inclusion (AFI) Working Group on Digital Finance.
